Nuñez Takes Blame for Prop. 93 Loss

SACRAMENTO - Assembly Speaker Fabian Nuñez on Thursday said he was responsible for the failure of the term-limits initiative this week, saying it was a mistake not to pair it with redistricting reform.

The defeat of Proposition 93 set off a leadership shuffle in both houses of the Legislature at a time when lawmakers are faced with a $14.5 billion budget hole and outstanding work on health care and water reform.

Democrats in the state Senate selected Darrell Steinberg of Sacramento as their eventual replacement for President Pro Tem Don Perata, who will be termed out of office later this year. Democrats plan to make their choice permanent in a caucus vote Aug. 21, and Steinberg would take over in December.

Assembly Democrats plan to vote March 11 for a new speaker, although they voted unanimously that Nu ez would stay until the end of the legislative session in August.

"In hindsight, I can tell you I would have done a lot of things differently," an unusually subdued Nuñez told reporters during a rare news conference on the Assembly floor.

He said he planned to take a hiatus from politics once he leaves office at the end of November.

"I take full responsibility for Proposition 93 going down," said Nuñez of Los Angeles. "I thought we were going to be able to work out a redistricting deal with my Republican colleagues."

The Legislature, where Democrats hold majorities in both houses, draws the boundaries for the state's legislative districts. Gov. Arnold Schwarzenegger and others have called that a conflict of interest because the boundaries can be manipulated in such a way that they protect one party, therefore eliminating true competition for seats.

The governor, Nuñez and Perata had said they were committed to redistricting reform. Last year, both parties proposed competing redistricting measures in the Legislature but ultimately failed to agree on who would draw the boundaries.

Nuñez's comments come a day after Schwarzenegger - a late supporter of the term-limits measure - blamed lawmakers for Proposition 93's defeat. He said the Legislature hadn't delivered.

Unlike Nuñez, Perata has had a rocky relationship with Schwarzenegger. His mood Thursday was a stark contrast to Nu ez's more conciliatory tone and he took aim at the governor.

"This has always been a one-politician state as far as he's concerned," Perata told a gathering of reporters. "He seems to find lots of criticism for the Legislature."

Proposition 93 would have shaved two years off the maximum amount of time most lawmakers could serve, from 14 years to 12, but it also would have given dozens of lawmakers a chance to extend their stays in Sacramento.
