Redistricting, Not Retaliation

The Democrat-led effort to recall Republican state Sen. Jeff Denham
of Modesto is certain to add ill will to the already sour climate in
Sacramento.
Senate President Pro Tem Don Perata, D-Oakland, is retaliating for
Denham's opposition to the budget last summer. Denham joined other
Republicans in creating a stalemate that lasted for months.
Denham had been one of the few Republicans willing to cross party
lines. Perata rewarded him in 2004 with the plum job of chairing the
Agriculture Committee. But Denham, now in his last term, is
considering running for lieutenant governor and needs conservative
credentials to win a statewide race.
Denham did take the wrong stand on the budget and now may be putting
ambition ahead of moderation. But his votes don't warrant a recall
election - and certainly not one financed by the state Democratic
party and Perata.
Democrats have the edge in voter registration in Senate District 12,
which includes parts of Monterey, San Benito, Stanislaus, Merced and
Madera counties. Last week, Perata's allies delivered 50,000
signatures - 17,000 more than needed to put a recall on the November
ballot.
But voters re-elected Denham in 2006 with 60 percent of the vote,
and there's no indication they're interested in getting rid of him.
Moderate legislators who forge bipartisan solutions are scarce in
Sacramento. There would be more of them - and more competitive
elections - if an independent commission, not lawmakers, had the
authority to draw objective district boundaries. The vindictive
recall campaign against Denham underscores the need for this reform.
