Governor Proposes Redistricting Ballot Measure
Proposal to Create 14-Member Commission May Appear on November Ballot

After failing to strike a deal on redrawing political districts last year, Gov. Arnold Schwarzenegger is now pushing a ballot measure to take the matter to the voters.

Some North County lawmakers said this week they support redistricting efforts but are still studying the governor's plan and are not ready to commit to the proposal.

"I'm a big, big supporter of nonpartisan redistricting reform. I think it will really increase democracy," said Sen. Mark Wyland, R-Carlsbad. But he added: "I would like to examine it more closely, and I would like to take a look at this one."

The governor touted his proposal Tuesday as "broad-based and bipartisan." The plan would take the process of redrawing political boundaries away from legislators and hand it to an "independent citizens commission" in an effort to make political races more competitive, he said.

"The Democratic districts always elect Democrats and the Republican districts always elect Republicans," the governor said at a news conference. "And just to prove the point that I'm making, the last election cycle we had 496 seats up for grabs, and out of that only four changed hands, really. And so that is not a system that works."

Supporters will have turned in 694,354 valid signatures by May 19 in order to get the measure on the November ballot.

The governor has the support of State Controller Steve Westly, a Democrat, who stood by his side when the effort was announced. Groups such as Common Cause, AARP and the League of Women Voters also endorsed the plan.

Under the proposal called the California Voters First Act, a 14-member commission would draw new political districts for the state Assembly, Senate and Board of Equalization. The commission would include five Democrats, five Republicans and four people not registered with either of the two major political parties.

The state auditor would create a process to identify 60 potential members, some of whom could be disqualified by legislative leaders. Eight commissioners would be chosen through a random drawing, and those eight would choose the remaining six members of the panel.

Robert Stern, a political analyst with the Center for Governmental Studies who helped write the proposal, said it would improve the redistricting process.

Last year, Republicans tried, but failed, to tie redistricting reform to term-limit reform, which Democrats wanted. Democratic leaders, most of whom will be "termed out" this year, supported Proposition 93, a failed ballot measure in the Feb. 5 election that would have allowed them to stay in office.

Wyland said if the issues had been paired, the effort would have garnered more support from GOP lawmakers.

"Most Republicans said they would have supported the change in term limits if it was accompanied by true redistricting reform," Wyland said.

Assemblyman Martin Garrick, R-Carlsbad, said he too favors redistricting on principle, but has not made up his mind on the governor's proposal.

"It's a step in the right direction," he said. "I'm still looking at the details."
